The documentation work at 432 offices of the stamps and registration in the state was affected on Thursday as document writers struck work by going on a strike in protest against the state government’s move to entrust the job of applying for encumbrance certificates and certified copies relating to properties to Meeseva centres.

The strike will continue on Friday also. There are about 1.25 to 1.50 lakh document writers in the state.

Though they have nothing to do with the department but allegedly acting as ‘agents’ between the personnel from the department and customers and collecting hefty amounts from the latter in the name of bribes for the former and documentation charges.

In the wake of complaints that the document writers are charging heavily from the customers, government has proposed to upload the applications for ECs, property registrations and certified copies in soft formats on the website of the Meeseva centres and make available these transactions to citizens at affordable rates.

The document writers wanted the government to maintain status quo in all types of registrations without bringing the Meeseva centres into the picture. They said the move would displace thousands of self-employed document writers.

Principal secretary for revenue (Registration) department, Vinod K Agarwal who held talks with the union members assured them that he would bring the problems to the notice of the government and see that they are solved. Last month too, the document writers went on a three- day strike.

Document writers staged a demonstration in-front of the Prakasam Bhavan here on Saturday in protest against the State government’s e-initiative of providing encumbrance certificate and certified copies of any property through the Mee Seva centres.

Fearing loss of livelihood, the document writers, led by Document Writers’ Association Ongole unit president V. Narasinga Rao raised slogans against the government’s move to go for E-stamping and execution of land registrations through the Mee Seva department in the future, eliminating their role altogether.

Registration of sale deeds was disrupted following the protest.

Those seeking ECs from the Mee Seva centres were put to hardship in view of delay in provision of the key document needed for registration of sale deeds, they contended.

There was no clarity in the ownership details, they added and wanted the government to restore the old system of providing EC and copies of other documents only through the office of the Sub-Registrar.

Memorandum

They submitted a memorandum to Collector G.S.R.K.Vijaykumar and also sought the intervention of Ongole MP Magunta Srinivasulu Reddy and Ongole MLA Balineni Srinivas Reddy to restore the status quo.

రాష్ట్ర ప్రభుత్వం రిజిస్ట్రేషన్‌ వ్యవహారాలను మీసేవా కేంద్రాలకు బదిలీ చేయడాన్ని నిరసిస్తూ పట్టణంలోని దస్తావేజు లేఖరులు గురువారం పెన్‌డౌన్‌ చేసి, రిలేదీక్షలు చేపట్టారు. సంఘం అధ్యక్షులు మసీద్‌, నారాయణస్వామి మాట్లాడుతూ రిజిస్ట్రేషన్‌ కార్యాకలాపాలపై రాష్ట్ర వ్యాప్తంగా 1.50లక్షల మంది ఉపాధి పొందుతున్నాయన్నారు. ముఖ్యమంత్రి కిరణ్‌కుమార్‌ తన సోదరునికి మేలు చేయాలన్న ఉద్ధేశంతో రిజిస్ట్రేషన్లను మీ సేవాకు అప్పజెప్పారన్నారు. ఈ విషయంపై గతంలో తాము ఆందోళన చేపిపట్టిన సమయంలో ప్రభుత్వం సమస్య పరిష్కారానికి స్పందించిందన్నారు. అయితే ఇంత వరకు దానిని పట్టించు కోలేదన్నారు. ప్రభుత్వం పనరాలోచించి నిర్ణయాన్ని వెనక్కు తీసుకోవాలని డిమాండ్‌ చేశారు. ఈ కార్యక్రమంలో దస్తావేజు లేఖరులు కొండయ్య, అక్రమ్‌, రఫీ, పరమేష్‌, బాలరాజు తదితరులు పాల్గొన్నారు.

Protest against the proposed delegation of the services being rendered by Registration and Stamps Department to Mee Seva centres

Hundreds of document writers in the district began indefinite strike on Thursday in protest against the proposed delegation of the services rendered by Registration and Stamps Department (RSD), to Mee Seva centres. Transactions at the 20-plus sub-registrar offices in the purview of District Registrars of Vijayawada, Vijayawada East and Machilipatnam were hit as the document writers stayed away from their work in response to the call by their State Association.

Leading the agitation, the Patamata and Gunadala Document Writers’ Welfare Association (PGDWWA) feared that the proposal to divest RSD of its wide portfolio of services and get them done through the Mee Seva centres organised by private individuals would cause a lot of problems to the people.

The document writers would be deprived of their livelihood as people would apparently flock to the Mee Seva centres which have the kind of technology that is required to handle the large volume of data generated by the registration of movable and immovable properties under the Registration Act, 1908, Indian Stamp Act, 1899 and various other Acts (implemented by RSD) and issue registered documents thereof.

It is not only document writers but also stamp vendors, surveyors, data entry operators and related workers who stand to lose their livelihood. PGDWWA leaders N.G.S.V. Narayana, K. Sai Babu, Balakrishna, Srinivasa Raju, Rekha Babu and others said that the Government’s indifferent attitude to their grievances forced them to go on strike.

ప్రస్తుతం రిజిస్ట్రేషన్‌ సేవలను మీ సేవకు బదిలీ చేస్తూ రాష్ట్ర ప్రభుత్వం తీసుకున్న నిర్ణయం వలన సబ్‌రిజిస్ట్రార్‌ కార్యాలయాల పరిధిలో లక్ష మందికిపైగా దస్తావేజు లేఖరులు రోడ్డున పడనున్నారు.దీనిపై ఈ నెల 26వ తేదీ నుండి 28వ తేదీ వరకు దస్తావేజు లేఖరులు సమ్మెకు దిగుతున్నారు.

సబ్‌రిజిస్ట్రార్‌ కార్యాలయ పరిధిలో దస్తావేజు లేఖరులుగా పనిచేస్తున్న వీరి లైసెన్సులు గతంలో తీసివేసి ఉన్నారు. సబ్‌రిజిస్ట్రార్‌ కార్యాలయాల వద్ద దస్తావేజులు రాసుకుంటూ స్టాంపులు అమ్ముతూ, ఫారాలు రాస్తూ, స్వయం ఉపాధితో ప్రభుత్వ ఆర్థిక సహాయం లేకుండా కుటుంబాలను పోషించు కుంటున్నారు. వారిలో అనేకమంది డిగ్రీలు, పిజిలు, ఉపాధికోర్సులు, ఇంజనీరింగ్‌ వంటి వివిధ రకాల చదువులు చదివి ప్రభుత్వ ఉద్యోగాలు లభించక ఈ వృత్తిలో జీవనం సాగిస్తున్నారు. రాష్ట్ర ప్రభుత్వం రిజిస్ట్రేషన్‌ సేవలను మీ సేవలకు బదిలీ చేయడం వలన దస్తావేజు లేఖరులు అంతా రోడ్డున పడే పరిస్థితి ఏర్పడుతుంది. రిజిస్ట్రేషన్‌ శాఖలో ఇటువంటి సమస్యలపై ఆ సంస్థ ఉద్యోగులు, అధికారులు తీవ్ర అభ్యంతరాలు వ్యక్తంచేస్తున్నారు. దీనిలో భాగంగా ప్రిన్సిపల్‌ సెక్రటరీకి రిజిస్ట్రేషన్‌ డిపార్టుమెంట్‌ ఎంప్లాయీస్‌ అసోసియేషన్‌ వినతిపత్రం ఇవ్వడం కూడా జరిగింది. మంత్రి తోట నరసింహాన్ని హైదారిబాద్‌లో కలిసి దస్తావేజు లేఖరులందరూ వినతిపత్రం ఇవ్వడం జరిగింది. దీనికి స్పందించిన మంత్రి ఈ నెల 4వ తేదీ ప్రిన్సిపల్‌ సెక్రటరీకి, మీ సేవను రిజిస్ట్రేషన్‌ డిపార్టుమెంట్‌కు తరలించే కార్యక్రమాన్నిరద్దుచేయాలని ప్రభుత్వానికి నోట్‌ పెట్టడం కూడా జరిగింది. అయినప్పటికీ లెక్కచేయకుండా మీ సేవకు బదిలీ చేసే విధంగా ప్రభుత్వం చర్యలు తీసుకోవడం మొదలుపెట్టింది.

'మీసేవ'కు రిజిస్ట్రేషన్లు బదిలీ!

హైదరాబాద్, డిసెంబర్ 25 : రిజిస్ట్రేషన్ అండ్ స్టాంప్స్ (ఆర్ అండ్ ఎస్) శాఖలో ప్రభుత్వం రోజుకో కొత్త విధానం ప్రవేశపెడుతూ అటు సిబ్బందిని, ఇటు ప్రజలను గందరగోళంలో పడేస్తోంది. రాష్ట్రవ్యాప్తంగా వివరాల కంప్యూటరీకరణ పూర్తికాకుండానే పలు «ద్రువ పత్రాల జారీని 'మీ సేవ'కు బదలాయించడం ఇప్పటికే కొత్త సమస్యలకు దారితీసింది. దీంతో సబ్-రిజిస్ట్రార్లు, సిబ్బంది రోడ్డెక్కేందుకు సిద్ధం కాగా, ఆ శాఖ మంత్రి జోక్యం చేసుకుని సదరు సేవలను తిరిగి వారి పరిధిలోకి తెచ్చారు. ఈ నేపథ్యంలో తాజాగా దస్తావేజు లేఖరుల వంతు వచ్చింది. ఆస్తుల రిజిస్ట్రేషన్ వ్యవహారాన్ని 'మీ-సేవ' కేంద్రాలకు అప్పగించేందుకు ప్రభుత్వం వేగంగా పావులు కదుపుతుండటమే దీనికి కారణం. సబ్-రిజిస్ట్రార్ కార్యాలయాల వద్ద, ఇతర ప్రాంతాల్లో స్టాంపు పత్రాల విక్రయం,దస్తావేజులు రాయడం ద్వారా రాష్ట్రంలో లక్షలాది మంది జీవిస్తున్నారు.

ప్రభుత్వ తాజా నిర్ణయంతో వీరి జీవనోపాధి ప్రమాదంలో పడనుంది. అధికారంలో ఉన్నవారు తమ అనుయాయులకు మేలు చేసేందుకే ఇలాంటి నిర్ణయాలు తీసుకుంటున్నారని వారు మండిపడుతున్నారు. దీనివల్ల ఏళ్ల తరబడి దస్తావేజు లేరులుగా జీవిస్తున్న తమ కుటుంబాలు రోడ్డునపడే దుస్థితి ఏర్పడుతుందని ఆవేదన వ్యక్తం చేస్తున్నారు. ఈ మేరకు ప్రభుత్వ తీరును నిరసిస్తూ సబ్-రిజిస్ట్రార్స్ అసోసియేషన్ సహకారంతో గురువారం నుంచి మూడు రోజులపాటు పెన్‌డౌన్ చేయనున్నారు. ఇకనైనా ప్రభుత్వం స్పందించి, తన నిర్ణయం మార్చుకోవాలని ఈ సందర్భంగా సంఘం ప్రధాన కార్యదర్శి కరీముల్లా విజ్ఞప్తి చేశారు. సర్కారు ఏకపక్ష నిర్ణయాలను ఆదినుంచీ వ్యతిరేకిస్తున్నామని, దస్తావేజు లేఖరులకు పూర్తి మద్దతు పలుకుతున్నామని సబ్-రిజిస్ట్రార్స్ అసోసియేషన్ నేతలు కూడా ప్రకటించారు.
